Police say Matthew Morgan, 36, inappropriately videotaped a teen at a Starbucks in Hindale and women in a changing room in Downers Grove. (DuPage County State's Attorney's Office) DOWNERS GROVE, IL — Felony charges have been filed against a Downers Grove man accused of filming a 13-year-old girl and several women inappropriately in different locations in Hinsdale and Downers Grove. Matthew Morgan, 36, of the first block of 4th Street, Downers Grove, was charged with unauthorized video recording of a victim under 18 and unauthorized video recording without consent.
