CHICAGO, IL – A 19-year-old man from Downers Grove, Illinois, has been charged with multiple felonies related to a reckless driving incident that left two people seriously injured. Ricardo Ortega-Flores was arrested on April 20, 2023, by members of the Chicago Police Department and the Great Lakes Regional Fugitive Task Force in the 1700 block of S. State. According to police reports, Ortega-Flores was responsible for a vehicle crash that occurred on April 2, 2023, in the 4200 block of S. Kedzie, in the 9th District.
